Saitama's strength is no joke in the world of One Punch Man. But there are still some villains who make him work for his victory. Obviously, it's Saitama, so it's not that hard to defeat them, but any other Hero could die at the hands of these villains.
There are also characters who made S-Class Heroes shake in their boots with their powers. So, that makes us wonder, which of these villains or monsters is the strongest in the world of One Punch Man? Also, is there anyone who could even beat Saitama?
10/10 Deep Sea King

Deep Sea King may have gone down to Saitama's punch very quickly, but that doesn’t change how dangerous he was before the Caped Baldy stepped in. He overpowered Heroes with brute strength, speed, and acidic attacks, which turned the battlefield into a havoc.
He gave A-Class Heroes a serious problem by bullying his way through defenses. Even seasoned fighters struggled to slow him down, and the tide only turned when Saitama arrived and ended the fight instantly.
9/10 Elder Centipede

Elder Centipede was a towering Dragon-level threat that tore through the battlefield and almost made King pee his pants when it charged straight at him. It shrugged off attacks, regenerated fast, and forced even top Heroes to rethink their approach.
It was also the first big, clearly labeled Dragon-level monster that set the tone for how dangerous that tier really was. In the end, it took a smart distraction and a decisive finishing blow by Saitama himself to put it down.
8/10 Gouketsu

Gouketsu was terrifying because he mixed elite Martial Arts with monstrous power. He had the skill to read opponents and the raw strength to break them, which made even confident fighters like Suiryu and Genos look outmatched in seconds.
That blend of technique and Monster abilities made him a huge problem for Heroes on the ground. He shrugged off heavy hits, controlled the pace of every exchange, and crushed challengers who relied on either speed or strength alone.
7/10 Overgrown Rover

Overgrown Rover was a walking panic button, and the moment it showed up, heroes felt that urge to run. Its blasts ripped through walls, its body tanked heavy hits, and its presence turned any battlefield into danger territory. Even calm fighters thought twice when Rover arrived.
What made it so scary was the mix of raw power and toughness. It fired rapid energy blasts, moved fast for its size, and soaked up punishment that would floor most Monsters. One appearance was enough to make Heroes rethink the fight or run for safety.
6/10 Homeless Emperor

Homeless Emperor was a human who became a Mysterious Being after receiving power from God, and he was classified as a Dragon-level threat. His energy spheres hit hard from long range, and this lets him overwhelm even durable opponents while staying out of reach.
The most dangerous part about him is that he believed humanity should be wiped out. As an executive of the Monster Association, he stood alongside the top cadres, proving that a single blessing could turn an ordinary man into a city-level menace.
5/10 Black Sperm

Black Sperm’s arrogance made sense because his power let him split, multiply, and fuse into stronger forms, turning one problem into thousands in seconds. He bullied seasoned fighters with sheer numbers and pressure, then jumped levels by merging into tougher versions when the fight got serious.
But after the Monster Association fell, the swagger vanished fast. He literally ended up as Saitama’s pet, tagging along to survive and losing that fearsome aura. It was a sharp drop from elite menace to comic relief, showing what happens when you face the Caped Baldy.
4/10 Evil Natural Water

Evil Natural Water was literally the ocean given malice. It was a living mass that despised humanity at its core. Its scale and hatred alone made it terrifying, and the moment it rose, the fighting ground shifted from a fight to a survival situation.
Heroes didn’t just see a Monster; they faced an entire sea turned against them. That overwhelming presence made its danger obvious, even without listing what it could do — one glance, and running sounded smarter than resistance.
3/10 Psykos Orochi (Psyrochi)

Psyrochi proved that two nightmares could become one, and cause an even bigger problem. Psykos and Orochi were already menaces on their own. One was a brilliant, ruthless esper, the other a shape-shifting Monster King. However, their fusion turned the battlefield into a no-go zone.
Together, they pushed Heroes to the edge and forced high-level responses just to keep up. Their combined will, scale, and destructive presence made it clear: if either one was scary solo, their union was on a whole different tier. After all, it took Tatsumaki to defeat them.
2/10 Boros

Boros stood out because he forced Saitama to use a Serious Punch for the first time, which is a massive feat by the series’ own standards. Their fight shook the world from start to finish. Boros kept coming back with regeneration and relentless speed until Saitama decided to end it.
Even an S-Class Hero like Genos couldn’t keep up with Boros’ pace and power, so Saitama had to step in. Once he did, the gap was clear. Boros pushed him farther than anyone else had at that point, but the Serious Punch settled it in one decisive moment.
1/10 Cosmic Fear Mode Garou

Cosmic Fear Mode Garou grew stronger the more he got beaten down, turning every setback into a power-up and pushing past his limits. After receiving power from God, his presence alone started weakening anyone nearby, making even elite Heroes struggle just by standing close.
He made Saitama truly angry by killing Genos, and their fight nearly reached equal ground for a stretch. Garou copied moves, matched pace, and forced Saitama to take him seriously, only to be outdone once the bald Hero stopped holding back. Even Blast acknowledged that Cosmic Garou could destroy the world.
